- Elimination of hazardous chemicals and pollutants from modern industries, agriculture, high tech buildings and mechanical transportation;

Urban structure based on a conurbation of about 50 towns, each with a maximum population of 250,000
Densities 300 persons per hectare
Physical size of not more than 3 km across
- Urbanism:
- Pedestrian circulation at neighborhood level ;
- Public transport between neighborhoods;
- Restricted use of private motor vehicles;
- Integrate income and occupational groups;
- Integrate land uses, particularly housing, employment and social infrastructure;
- Balance location of urban services and facilities in relation to population for each neighborhood;
